
Dr. Obinna Ezeobi, a management staff at NCDMB, has released a book titled “Nigeria’s Local Content: A Journey of Strategic Communication and Economic Transformation”, which highlights the key elements of Nigeria’s local content policy.
The book marks the 15th anniversary of the Nigerian Oil and Gas Industry Content Development (NOGICD) Act and explores how strategic communication, stakeholder management, and collaboration in the oil sector have driven the policy’s success and its influence across Africa.The book “Nigeria’s Local Content: A Journey of Strategic Communication and Economic Transformation” has received endorsements from prominent figures in the Nigerian and African energy sectors.
Dr. Ernest Nwapa, former Executive Secretary of NCDMB, wrote the foreword, while Dr. Omar Farouk Ibrahim, Secretary General of the African Petroleum Producers Organisation (APPO), recommended it to policymakers and local content advocates. Engr. Emeka Ene, Chairman of Oildata Group, praised the book for documenting local content successes. NCDMB Executive Secretary, Engr. Felix Omatsola Ogba, commended the author for his efforts and promised the Board would purchase copies.
The 267-page book is divided into five sections, covering topics like the evolution of the oil and gas industry, local content, and contemporary issues such as oil companies’ divestments and Presidential Directives on local content. It includes case studies on Nigeria’s 10-year strategic roadmap and key initiatives, highlighting the role of strategic communication and stakeholder engagement. The book concludes with insights on local content compliance and findings from an empirical study on its impact on oil and gas companies.
The author’s media career, NCDMB experience, and doctoral studies in Energy Communication are evident throughout.Dr. Ezeobi wrote the book to highlight the Nigerian Content Act as a transformative legislation, emphasizing the role of public communication and stakeholder management in its implementation. Inspired by his involvement in developing these strategies since 2010, he aimed to document the local content story. The book targets a wide audience, including oil and gas stakeholders, communication professionals, regulatory agencies, and scholars.
